Governor signs anti-sprawl bill

Gov. Arnold Schwarzenegger signed a landmark bill Tuesday to discourage sprawl in future decades, completing a deal among environmentalists, homebuilders and local governments on the final day of bill signing.

Senate Bill 375, by Democratic Sen. Darrell Steinberg of Sacramento, will push California communities to consider climate change impacts of development in regional planning, with an emphasis on reducing car travel.

RICHMOND, Va. - With hopscotch speed, Shanawa Littlebow leapt to the side of the road, scooped up a plastic bottle cap and fell back into line with his fellow walkers, passing trailer homes and gas stations along Jefferson-Davis Highway.

Sweat beaded at his temples and dampened the seat of his cargo shorts.

The Tigua Indian man walked and searched for litter — a feathered staff in the crook of his right arm — in honor of Mother Earth.

"There may be a lot of people who don't even care," he said. "But at least we're out here, and we're speaking out."

Caltrain considers raising fares to cover fuel

Caltrain commuters, many of whom were lured out of their cars to save money at the gas pump, may be paying higher fares to help offset the commuter rail agency's own rising fuel costs.

In April 2007, when Caltrain last raised fares, a gallon of diesel fuel to run the trains was almost $2.30; at the end of last week, the price was $3.39. In early July, the cost skyrocketed to $4.25, showing the volatility of fuel prices.

SMART train critical to green transportation strategy

MY FRIEND and colleague Hal Brown listed some great ideas for reducing car trips in his Marin Voice column ("Some real alternatives to SMART," Aug. 17).

Providing financial incentives for employees to carpool, walk, bike or take public transit is a necessary step to get cars off the road and reduce greenhouse gas emissions, and it has been working well since the county introduced the Green Commute program last year.
