Carol Becker, Ph.D. & Seth A. Grossman, Ph.D. and the Institute of Business District Management, Rutgers University collaborated with the International Downtown Association to do a census of Business Improvement Districts (BIDs) in 2010 that was published int 2011. The full report is sold by IDA for $100 to non-members. The powerpoint by the authors and the summary of main findings as released by the IDA are attached below.
